Galveston's Historic Tax Freeze — How a Rehab Gets You 10 Years of Frozen City Taxes

Most people assume a historic designation only costs them money — more review, more restrictions, more contractor headaches. Galveston runs a program that does the opposite: fix up a historic property enough, and the city freezes what you owe it for a decade.

How it actually works

The City of Galveston's Financial Incentive Program includes a Substantial Rehabilitation category. Invest at least 50% of the pre-improvement value of the building into the rehab, and the city freezes your City of Galveston property taxes at the pre-improvement assessed value for 10 years. You still pay City taxes — just on what the house was worth before you fixed it up, not after. Every other taxing entity (county, school district, etc.) continues to bill you on the current, post-improvement value — this freeze applies to the City portion only.

Who qualifies

Two paths in:

  1. The building sits inside a locally designated historic district, and its classification is "Contributing" or "Compatible" — not "Non-Contributing" or "Intrusion." A property currently classified Non-Contributing can still qualify if the proposed work would upgrade its classification.
  2. The building is individually designated as a Galveston Landmark, regardless of district.

If you're not sure which bucket a specific property falls into, that classification is public record through the city's Historic Landmarks map and Development Services — confirm it before you assume the freeze applies.

The math that makes this worth doing

Say a historic property is assessed at $300,000 pre-rehab. You put $150,000 into a qualifying rehabilitation — that clears the 50% threshold. For the next 10 years, your City of Galveston tax bill is calculated as if the house were still worth $300,000, even though it's now worth considerably more. On a property that appreciates the way well-maintained historic Galveston homes tend to, that gap compounds every year of the freeze.

What you have to do to get it

The work has to be verified and approved by the Landmark Commission, then forwarded to City Council for final approval — this isn't a rebate you file for after the fact without documentation. Track your rehabilitation spend against the pre-improvement appraised value from day one, because you'll need to substantiate that you crossed the 50% line.

Why this matters if you're buying, not renovating

If you're purchasing a historic property that already needs work, this program changes the math on whether a "fixer" historic home actually pencils out against a move-in-ready one. A dated kitchen and bath package that would otherwise just be a cost is, in a qualifying district, also a path to a decade of frozen city taxes — worth factoring into your offer and your renovation budget before you write either one.
